Resolved, the House of _____ concurring, That the 75th General Convention of the Episcopal Church express regret for action and inaction that contributed to strains on communion and caused deep offense to many faithful Anglican Christians due to actions by the 74th General Convention in consenting to the consecration of a bishop living openly in a same-gender union; and be it further
Resolved, That this convention call upon nominating committees, electing conventions, Standing Committees, and bishops with jurisdiction to refrain from the nomination, election, consent to, and consecration of bishops whose manner of life presents a challenge to the wider church and will lead to further strains on communion.
 


EXPLANATION

This resolution is very similar to a resolution  proposed by the Special Commission on the Episcopal Church and the Anglican Communion.  It differs from the resolution proposed by the Special Commission in its incorporation of a more unequivocal expression of regret.  This less ambiguous express of regret is appropriate in the light of the injury to relationship that has come about from our prior actions.  In addition, the second clause of this resolution uses the stronger verb "call" rather than "urge" in our imploring diocesan action, to reflect a higher degree of sincerity of our position.
